Cancel mobile and change internet plan

I’m at my wits end and can’t believe I can never find anyone to help me cancel my mobile and change internet plans to make it more affordable. Every time I try no one can help me and my bill just keeps getting bigger and stays suspended and I’m doing my best to fix this but apparently it’s not possible. I cancelled my electricity due to no concession being added after multiple conversations and different people talked to no one could help then either! My question is what exactly is support there for if no one can do anything about any issue?!
