Hi 

  I recently had Solar placed last Sept 2018 Meter was changed from analogue to digital meter.

But after that every-time it rained power shut down had to manually reset.

Had electrician turn up today telling me that our switchboard circuits was not compliant and had to upgrade which cost me $2200 my question is why the technician that upgraded to digital meter not pick that up?

That is hard to say!

Can I ask if you were left a certificate of compliance or a certificate of safety/completion after the meter upgrade in September?

  No there was no certificate of completion.

When meters are installed, installers will typically only work with components that directly relate to the installation. It's unlikely that that any alterations needed to be made to the circuit breakers during installation which is why they would not have been addressed.
