Should the end meter read of the previous bill be the same as the start read on current bill?

Hi Karon,
In the majority of cases - yes, it should be. There can be some exceptions if an estimated bill is adjusted with these adjustments then referenced on your next bill.

Do something for the money you charge
read your own meters !
