You can do this for any govt bill if you're on a Centrelink payment through Centrepay, and even if you aren't, there are options like bill smoothing where you pay a certain amount per period.
In most cases, it's best to either check the payment options in the Accounts section or discuss it with the provider or if you have online banking as well, you can set it up to x dollars per fortnight. There are all these ways to do it.
