We only have the smart meter! Please explain.We have Off Peak and Controlled load 2

Control load 2, is this an extra service that can be discontinued if only heating water? Our family has reduced and we are trying to save on extra costs.I thought All hot water was done with off-peak, or is it all on Controlled load 2?
