What CL2 control and max yearly usage for CL2

I have two questions.

Q1: What does controlled load exactly control? The electricity supply time or total power in the circuit or both?

Q2: Essential energy says the max consumption is 160000kwh per year; however, my location is powered by ausgrid instead of Essential, and I cannot find such information on ausgrid website. So what is my max yearly consumption in CL2?

Attached is captured from Essential energy website

Hi Ivychen, A controlled load is a tariff dedicated to large, high energy-usage appliances that is metered separately to the rest of a property. This is available during set times as determined by your distributor. This is usually for hot water system, underfloor heating and pool pumps.

The maximum usage for an Ausgird site with a controlled load is also 160MWh.
