Yes, with lowest tariff now during solar soak, this is a big issue.
I posted numerouus times here how we had the same things when we had solar put on late 2023, they just replaced like for like, the old off peak meter with timer was replaced with a regular usage / solar meter (3ph Atlas Mk10D) and a separate CL meter, and we were put on TOU tariff (wihout any discussion).
So in the end, we moved our HWS circuit to the main meter, timer, and all good, we just have it coming on during our 8c rate we get over 6 hours midnight to 0600 each day, cost is peanuts.
We can also boost if we feel like it when producing comfortable exports, so then it's free doing that.

Our now defunct CL Atlas Mk7 meter is still in the meter box, still connected to mains power, but nothing changes with the meter reading, uses nothing, and as far as I can see there is no daily charge for the CL anywhere on billing.
So where do you see this 7c daily charge, in with your supply charges ?
If so, it must be a network (DNSP) thing.
