You do understand that NBN supplies all NBN services in Australia.
Individual companies TPG, TELSTRA, VODAPHONE and OPTUS are the ONLY SUPPLIERS of PHONE services in AUSTRALIA.
Anyone can become a INTERNET Provider, but in doing so they need to supply IP ADDRESSES via DHCP or STATIC ADDRESSING, they also need to supply DNS SERVICES etc.
AGL just supplies a FRONT END to another supplier and as far as I know you are connected to their supplier when you ring AGL for internet issues, for phones they use the OPTUS network
Using a VPN will also change how your packets are routed.
Try using a TRACERT command to see how your packets are being directed.
How about learning how WiFI works so that you can set your WiFi to preset channels instead of it doing frequency hopping for unused channels.
I have had four attempts today from four different persons (ipnumbers) trying to gain access to my router using various ports how many have you had.
Have you turned off broadcasting your network name, have you made your network secure by having secure password.
