This usually occurs if you haven't registered as New User for MyAccount. If you haven't done so already, you can do this here by clicking on 'My Account' and then 'New User? Register Now' tile.
If you have completed this and you're still getting an error, I have just sent you a private message to let you know how to proceed with your enquiry.
