My latest direct debit has been disallowed on the basis of "insufficient funds", which is nonsense

My latest bill payment has been rejected on the basis of "Insufficient funds".  That is nonsense!  My AGL account settings are okay and the PayPal account is okay.  I am concerned that this may be a security breach.
