Internet extremely slow

I just want to know what is going on with the Internet/Wi-Fi? For starters I keep losing Internet connection and when it’s on everything is lagging jolting and this has been happening for the last month. Almost we seem to be the worst and we are supposed to be on the top plan paying over $100 a month this is honestly unacceptable We get better Wi-Fi in Third World countries. Furthermore, who do we contact if we want to have a look if there is an issue?
