Change in NBN pricing

So if I joined AGL under a contract of 6 months a certain at 1/2 price billing and 6 months at normal billing. Now this was for FTTP and 2 months into ADSL2 I decided to give them a ring to find out when my FTTP will happen and it was not booking for the upgrade. Then they quickly get my FTTP done and the billing is fine but the billing increments are all over the place. Now 3 months into the normal billing they decide to add $5 to my contract dose that mean I now can change providers as they are changing my contract pricing and do not have to wait out the 6 month period of normal pricing?
