Ripple control during peak

Recently been put on peak damage plan by AGL. Ok. Sort of understand how it’s priced by peak usage during a period x kWh rate. Why then all of a sudden is the ripple control for the hot water being turned during that period where peak demand is being measured ? Only reason I can think of is to maximise the peak damage kWh rate being charged …..

Surely there are better cheaper times to turn on ripple control ?
