i live in duples and my meter is behind a locked door opened by a provider key how do i access as everybodys meters are in there ?? i dont want my bill to keep getting estimated as my last bill for 18 days was quite high ?

It may be worth speaking with your complex management/landlord to see if they're able to provide with you with access to this room.
