Charging at night for most would be the better plan, as the majority would likely be commuting.
But yeah, solar soak power retailers and DNSPs would have to like ditching some excess solar, especially in Summer and shoulder months.

I cannot find any OVO offer for SA that has both 3 free ours 1100-1400, and any early morning low charging rate.
That's not to say your region doesn't offer it, as all states and even regions within states with different DSPNs can have vastly different daily supply charges and tariffs.
You just have to punch in the various windows there Usage, Green power %, Payment type, and EV yes (or no) and see what's on offer.
If you tell me your parameters used, I'll let you know what OVO SA offers, but I can see straight up their daily supply charge is 37c more per day, and their peak usage tariff is $1.47, nearly 2.8x what AGL peak is here for me now.
It's all got to be compared, including if you have a home battery and can shift battery to run the home during peak and avoid the huge costs there if you use any, especially in winter.
