Controlled Load 2 vs Controlled Load 1

We have recently moved and the premises has a hot water system that is currently being billed at the Controlled Load 2 rate. I would like to find out if I can switch to the Controlled Load 1 rate as it is cheaper. 

 

We are in NSW and are under Ausgrid. I have spoken to someone there who said that if the hot water tank is larger than 250 litres (ours is 400 litres) that Controlled Load 1 could be an option. 

 

Is there a fee to change from Load 2 to Load 1 and what are the implications in terms of having hot water when we need it. There are 2 adults and 2 children living here.
