I presume you have tried to Signup and then login to your account.
Contact AGL HERE and use the telephone option to speak to an operator to assist you to create the account.
OR
If you have a bill then you could try SIGN UP click on on the "+Sign Up icon", then select "Existing AGL Customer" and then enter the details as requested.
@David_AGLcould you remove the tag from this as well.
