When you say the worker was "unidentified" I must assume you asked him/her for his/her ID, right? And if he/she said something like "I don't have any ID", of course you wouldn't let them into your house, right? It isn't rude to ask for ID, nor is it rude to politely say something like "I'm sorry, I don't feel comfortable letting you into my house unannounced and without any ID - please come back after your company contacts me to make an appointment, thanks".
