Hey peeps I’ve reloaded the app but still billing doesn’t work on my iPhone .. message says “I t’s not you it’s us”… but just spins around and doesn’t connect to my bills.

Given this was ~6 weeks ago I assume the issue isn't reoccurring... but if it's still hanging around I can suggest some options for iPhone specifically.
Few ideas for you given you've already tried reinstalling the app/made sure it's the latest version:
