require new gas meter

The matter has been somehow dealt with by our plumber but it seems that they are experiencing some difficulties.

It is a knockdown and rebuild, and prior to that it was renting out since we purchased it in 2000. The old house was not using gas and when we first asked for gas connection, we were told that it  already had a gas meter which I did not see or found (during or after excavation) and then I had to file a report to police and was given an event number,  Spoke to my plumber this morning, I do not seem to understand what the problems are now and what I must do to get new meter and connection.
