No one come for survey as appointment and the account already activated ?

I have made appointment for internet survey yesterday, but until now no one come. And this afternoon I saw the account for internet has activated. How come ? Because no one come to bring modem and phone etc.
Could anybody here help me to share about this ? Maybe I miss something ?
