How come this always comes up on my app on everything but my billing?

I am sorry you cannot access our services, these are meant to make your life easier, not harder.
This error can come up on random accounts generally due to an internal issue.
Please attempt the following;
1) Clear the cookies cache for your device.
2) Delete and reinstall the app.
3) Attempt access through the AGL website for My Account.
If these things do not work, please reach out to us here so that we can get the IT team to have a look for you.
