Invoice for reading own metre

I am losing my patience. We have two dogs on our property. AGL's subcontractor refuse to read our easily accessible meters as a result. Our package postal service provider seems to be able to enter our property, leave packages at our front door, and then leave without incident, with the same two dogs on the same property. As such, we receive an "estimated" read. I find these reads are always grossly inflated, especially when considering I pay an amount every fortnight toward my gas account.

 

I am wondering if I am able to invoice AGL for my time and effort each time we have to read our own metre?  We are, after all, providing a service to AGL, which they are already paying to a company who do not complete their task. And what would the going rate be for said meter reading service, I wonder, I should I just estimate?
