topic Net Meter and Billing in Meters & Connections

my understanding of the net meter is it also provides the difference between what is exported (to the grid - which is the excess electricity from the PV system) and what is imported (from the grid for consumption). shouldn't this 'net usage' which is the difference between export and import be the actual value that should be used for in your calculations for consumption?
why are you computing the export and import values separately? aren;'t you disadvantaging the customers who consume less from the grid, but export more?
