Arbitration process for 3 phase power upgrade cost in Melbourne

Hi,

SUMMARY: we're a customer of AGL retailer and seeking your recommendation as we're upgrading to 3 phase power supply.

Do we have an arbitration process for determining the cost of 3 phase power supply for Melbourne that can determine relevant cost/s of upgrading a single power supply to 3 phase?

BACKGROUND:

We searched the site for citipower/powercor and utilised an online 'cost calculator' apps to estimate the estimation of upgrading our single phase to 3 phase power - as we've just installed 13K - 40 Solar panels on the roofs.
The Powercor online apps provides an estimated cost of $8K - $9K based on the closest Pole from our home.
The electrician applied for 3 phase upgrade and obtained a rought guestimate (verbal) around $8K ish - the application was lodged/dated 12 August 2021.
The Powercor formal reply - dated 18 February 2022 - furnished with a Negotiated Connection Contract with a cost of $31,0673 (inclusive GST/ Or $28,243.00 exclusive GST). The existing insfrastructure and cabling must be upgraded starting from the power Pole - located much further away from our home.
