&lt;P&gt;Any computing appliances will fall under the 'Home Entertainment' category. How and when a charger uses energy comes down to the make and model of the device, however typically speaking when a charger is plugged into a power point and then subsequently a device, it will be using drawing power to some degree.&lt;/P&gt;

      <description>&lt;P&gt;Also, If a laptop is completely shutdown, completely charged and the charger is plugged in, is it still using "standby" power, or no power at all?&lt;BR /&gt;&lt;BR /&gt;Also, is charging considered "standby" or just when a device reaches 100%?&lt;/P&gt;&lt;P&gt;&lt;BR /&gt;Thanks&lt;/P&gt;</description>
