Power of Attorney for my Mum

My 94year old mother has recently moved into an aged care home. I am trying to discontinue her electricity and gas. I do not have access to her account, and I am trying to register as an authorised person - I am her appointed power of attorney and guardian. My mother is not capable of completing any ID check through the call centre.
