    <description>&lt;P&gt;Very disappointed to see a red amount owed on my electricity account. The portal said a $4.60 (or so) sum would be carried over to the next bill. Now, it says $4 owing, ahead of the next bill. What's more, when I try to pay the $4, it says minimum payment is $10. Surely, just add the $4 to the next bill, due in a couple days as previously instructed, but why&amp;nbsp; try to force me to pay $10 when only $4 is owed.&lt;/P&gt;</description>
